成渝地区双城经济圈生活宜居水平研究

Study on Livability of Chengdu-Chongqing Region Economic Circle

中央财经委员会第六次会议在经济、创新、开放等区域宏观层面对成渝地区进行了高度定位,其中高品质生活宜居也被重点提及。15分钟生活圈是城市宜居评价的基本单元,已经逐渐成为城市宜居性评价的基本要求。利用城市POI数据,根据服务设施分为公共服务设施和商业设施两类,分别使用公共服务设施城市建成区覆盖度和商业设施的设施密度、种类齐备度进行评价,识别出成渝两地生活圈尺度上的城市服务供给分布,结合基于手机信令数据的服务需求分布,对成渝双城的生活宜居水平进行综合评价。结果表明,成渝双城服务设施人口覆盖比例较高,整体宜居水平较高,但提升型设施覆盖仍需提高;从空间分布来看,老城区普遍宜居,新城区设施建设稍显滞后,宜居区域主要分布在重庆内环以内及成都三环以内的范围,而重庆礼嘉悦来、成都高新区等近年来两座城市建设的"发力点"则在服务品质上有所欠缺。

The sixth meeting of the Central Finance and Economics Commission highly positioned the Chengdu-Chongqing region at the macro level of economy,innovation,and openness,among which the high-quality livability have also been highlighted.The fifteen-minute life circle is the basic unit of urban livability evaluation and has gradually become the basic requirement for urban livability evaluation.POI data is divide into two categories:public service facilities and commercial facilities,using the coverage of urban built-up areas of public service facilities as well as the density and completeness of commercial facilities to identify the distribution of service supply.Combined with the service demand distribution based on mobile phone signaling data,this paper makes a comprehensive evaluation of the livability of Chengdu-Chongqing region.The results show that the population coverage of Chengdu-Chongqing region service facilities is high,and the overall livability level is high,but the coverage of upgraded facilities still needs to be improved.From the perspective of spatial distribution,the developed area of city is generally livable,and the construction of facilities in the newly developing area of city is slightly behind.Livable areas are mainly distributed within the inner ring of Chongqing and within the third ring of Chengdu.While the key urban construction areas like Chongqing Lijia-Yuelai region,Chengdu High-tech Zone are still lack of service quality.
