基于可持续发展理论的轨道交通PPP项目VFM评价方法改进研究

Research on Improvement of VFM Evaluation Method of Rail Transit PPP Project based on Sustainable Development Theory

对于基础设施项目是否采用PPP模式,我国规定在决策阶段引入物有所值评价,即VFM评价,但现行VFM评价方法中的PSC法和CBA法过于注重经济效益,无法反映此类项目的公益性和外部效益。因此,为改进VFM评价方法进而量化外部效益,本文基于可持续发展理论和"3E"原则,改进VFM评价步骤并扩大效益识别范围,构建出在评价过程中既考虑成本比较,又注重外部效益的"两阶段CBA法",最后用轨道交通PPP项目案例验证了"两阶段CBA法"的可行性。

For infrastructure projects whether to adopt PPP mode,our country stipulates to introduce value for money evaluation,namely VFM evaluation,in the decision-making stage.However,PSC method and CBA method in the current VFM evaluation method pay too much attention to economic benefits,which can not reflect the public welfare and external benefits of such projects.Therefore,in order to improve the VFM evaluation method and quantify the external benefits,this paper improves the VFM evaluation steps and expands the scope of benefit identification based on the theory of sustainable development and"3E"principle,and constructs a"two-stage CBA method"which not only considers the cost ratio,but also pays attention to the external benefits.Finally,the feasibility of"two-stage CBA method"is verified by a rail transit PPP project.
