国土空间总体规划中构建空间管控体系的思考和实践

Thinking and Practice of Building Control System in General Planning for Territorial Space

本文基于在编的长沙市国土空间总体规划,尝试从全域全要素管控体系构建、分区分级的管控逻辑、刚弹管控方式、可分工可传导的实施体系和管控条文一体化成果体系五个方面出发,对空间管控体系中有关问题进行探讨,试图构建从宏观到微观、从总体统筹到实施落地、从弹性引导到刚性落实的空间管控体系。

Based on the general planning for territorial space of Changsha City,this paper discuss the relevant problems in Spatial control system from five aspects:construction of full factor management system in the whole region,Partition classification control management logic Rigid and elastic control method,Implementation system that can be transmitted,Management and control provisions integrated outcome system.Finally,Spatial control system can build from macro to micro,the overall coordination to implement land and elasticity to rigid implementation.
