市域治理视角下的基层党组织建设——以无锡市为例

On the Construction of Grass Roots Party Organizations from the Perspective of City Governance——Take Wuxi City as an Example

城市党委领导着城市的全部工作,是党中央决策意志"向下落实"和各领域基层党组织"下情上达"的重要环节。基层党组织建设质量对推进国家治理体系和治理能力现代化有着重要影响。在政治场域形塑的动力、城市发展需求的动力、组织建设内生的动力共同作用下,无锡市推进基层党组织建优建强的实践,既有可供借鉴的成功经验,也有其不足之处。基于无锡经验,市级层面破解基层党组织建优建强的难点,须理顺基层党组织建设提升组织力与突出政治功能、重点论与两点论、选树型典型与自生型典型、智慧党建与传统党建、党建考核与党建工作等方面的关系。

The city Party commi ttee leads all the work of the city,which is an important part of the "downward implementation" of the decision-making will of the Party Central Committee and the "down reaching" of the grass-roots party organizations in various fields.The quality of grassroots party organization construction has an important impact on promoting the modernization of national governance system and governance capacity.Under the joint action of "the power of shaping the political field", "the power of the demand of urban development" and "the endogenous power of organizational construction",the practice of promoting the construction of excellent and strong grass-roots party organizations in Wuxi City has both its common success and shortcomings.Based on the experience of Wuxi,to solve the difficulties of building excellent and strong grass-roots party organizations at the municipal level,it is necessary to straighten out the relationships between "enhancing organizational power" and "highlighting political functions", "key point theory" and "two points theory","tree selection model" and "self generation model","wisdom party construction"and "traditional party construction","Party Construction Assessment" and "party construction work".
