“一带一路”机制化建设与可持续发展研究

Research on the Belt and Road Mechanism Construction and Sustainable Development

由中国提出并倡导的"一带一路"建设与各国可持续发展目标有着高度的一致性,理论分析表明"一带一路"机制化建设有助于推进"一带一路"的可持续、高质量发展。中国与"一带一路"沿线经济体签署共建"一带一路"合作文件是"一带一路"机制化建设的重要方式。采用双重差分法和三重差分法考察"一带一路"机制化建设对"一带一路"沿线经济体可持续发展的影响,实证检验结果发现:各经济体与中国签署共建"一带一路"合作文件会显著提高其可持续发展水平。因此,在高质量建设"一带一路"阶段,将发展导向与规则导向渗透在"一带一路"建设的各个环节,能够为"一带一路"建设提供有效的制度保障。最后给出了相应的政策启示。

The Belt and Road Initiative proposed and advocated by China,is highly consistent with the sustainable development goals of various countries.Theoretical analysis shows that the Belt and Road Initiative mechanism construction helps to promote the sustainable development of the Initiative.China signed the cooperation document of the Belt and Road Initiative with other economies is an important way and platform for the Belt and Road Initiative mechanism construction.The paper adopts difference-in-difference method(and triple difference method)to investigate the influence of the Belt and Road mechanism construction on the sustainable development of the economies along the Belt and Road.The Belt and Road cooperation document signed by the two economies will significantly improve their sustainable development level.In the stage of high-quality construction of the Belt and Road,It can provide effective institutional guarantees for the construction of the Belt and Road by infiltrating the development orientation and rule orientation in all links of the Belt and Road construction.Finally,the paper gives the corresponding policy enlightenment and implications.
