平衡记分卡在医院绩效管理中的应用与效果分析 被引量:2

摘要 目的评估平衡记分卡在医院绩效管理中的应用及效果。方法选取2017年1-12月、2019年1-12月在本院工作的80名医务人员作为研究对象,其中2017年1-12月实施传统绩效管理的80名医务人员作为对照组,2019年1-12月实行基于平衡记分卡绩效管理的80名医务人员为观察组。评估两组医务人员工作质量、学习成长情况、满意度以及对绩效考核体系的认可度。结果观察组的患者满意率、医务人员满意率均高于对照组(p<0.05);观察组的甲级病案率、危重患者抢救率、疑难病例讨论率、三级医师查房率、知情告知率均高于对照组(p<0.05);两组的科研获奖率、国外进修率无显著差异(p>0.05);观察组的核心期刊录用率高于对照组(p<0.05);观察组的文化建设与待遇、工作氛围、制度建设执行指标高于对照组(p<0.05)。结论将平衡记分卡应用于医院绩效管理可增强患者的满意度以及医务人员的工作质量,提升管理效能。 Objective To evaluate the application and effect of Balanced Scorecard(BSC)in hospital performance management system.Methods Eighty medical staff from January to December in 2017 and eighty from January to December in 2019 in our hospital were included as the subjects.The medical staff in 2017 were taken as the control group,and traditional performance management was implemented.The medical staff in 2019 were taken as the observation group,and the BSC performance management was implemented.The two groups were evaluated for the work quality,learning growth,satisfaction and recognition of the performance appraisal system.Results The satisfaction rates of patients and employees in the observation group were higher than those in the control group(p<0.05).The rate of grade A medical record,rate of involvement in emergency treatment of critically ill patients,rate of involvement difficult case discussion,rate of ward rounds of thirdlevel doctors and rate of informed consent in the observation group were all higher than those in the control group(p<0.05).There was no significant difference between the two groups in the rate of scientific research award and the rate of overseas study(p>0.05).The rate of article acception by core journals in the observation group was higher than that in the control group(p<0.05).The indicators of cultural construction,remuneration,working atmosphere and system construction in the observation group were better than those in the control group(p<0.05).Conclusion Applying BSC to hospital performance management system can improve patients’satisfaction,medical staff’s work quality,and management efficiency.
