摘要
近年来,我国基层卫生工作注重顶层设计,重视制度供给,激发基层动力,提升服务能力,落实各项服务,取得了较好成效。但是,依然存在村级医疗机构萎缩、乡村卫生人员队伍总量不足、村医队伍严重老化,收入待遇不高、服务能力不强等问题,已成为制约基层卫生治理能力提升和改革事业发展的瓶颈。在医疗卫生综合体制改革和健全公共卫生应急管理体系的大背景下,加快乡村卫生服务网络建设,探索建立乡村卫生人员培养招聘、管理使用、薪酬待遇、职业发展等新机制,打造一支“招得到、留得住、用得好”的基层卫生人员队伍,是提升基层公共卫生治理能力的关键。
In recent years,China's grass-root health work has paid attention to top-level design,system supply,stimulating grassroots motivation,improving service capacity and implementing various services,and achieved good results.However,there are still problems such as shrinking of village-level medical institutions,insufficient total number of rural health personnel,serious aging of village doctors,low income and poor service capabilities,etc.,which have become bottlenecks restricting the improvement of grassroots health governance capabilities and the development of reforms.In the context of the comprehensive medical and health system reform and the improvement of the public health emergency management system,Speeding up the construction of rural health service networks,exploring the establishment of new mechanisms for the training,recruitment,management and use,remuneration,and career development of rural health personnel,and creating a grassroots health personnel team that is"recruitable,retained,and well-used"is to the key to improving grassroots public health governance capabilities.
