摘要
随着国家层面的医疗服务改革的逐步推进,公立医院可持续高质量发展已经成为医院管理的核心命题,绩效考核作为医院管理的风向标需要实践检验并持续改进。本文采用BSC模式,将侧重财务指标的传统绩效考核模式转向以患者体验、质量安全、学科发展、运营表现为主的新型绩效考核模式。通过AHP方法对指标的权重测定方式进行优化,将传统的主观评定为主改变为多维度多层次加权综合测评模式。结合国家政策要求和医院现况持续优化考核体系,建立完善了三级指标框架和五种指标评分算法,以此提升医院竞争能力和诊疗服务能力。
With the gradual advancement of the national-level medical service reform,the sustainable and high-quality development of public hospitals has become the core proposition of hospital management,and performance appraisal,as a weather vane of hospital management,requires practical testing and continuous improvement.This article adopted the BSC model,and shifted the traditional performance appraisal model that focuses on financial indicators to a new performance appraisal model that focuses on patient experience,quality and safety,discipline development,and operational performance.The AHP method was used to optimize the weight measurement method of the indicators,and the traditional subjective evaluation was changed to a multi-dimensional and multi-level weighted comprehensive evaluation mode.In combination with national policy requirements and the current status of the hospital,the assessment system was continuously optimized.A three-level indicator framework and five indicator scoring algorithms were established and perfected to enhance the hospital's competitiveness and diagnosis and treatment service capabilities.
