基于新冠疫情的突发性公共事件下网络舆情治理的困境与对策研究

The Predicament and Countermeasures of Network Public Opinion Governance Based on Sudden Public Event of COVID-19

[目的/意义]为类似新冠疫情的突发性公共事件网络舆情应对提供理论依据。[过程/方法]从探讨突发事件网络舆情的特点出发,分别对突发性事件下网络舆情处理过程中信任危机、媒体主导、公众素养以及监管机制等问题提出来解决办法。[结果/结论]突发事件网络舆情的治理应综合化思考,从社会主体的素质培养,到社交媒体的功能发挥,再到政府层面的制度构建,多角度考虑、多方面协同是目前该情景下网络舆情治理的关键所在。

[Purpose/significance]The paper is to provide a theoretical basis for coping with the network public opinion on sudden public event of COVID-19.[Method/process]Starting from discussing the characteristics of network public opinion in emergencies the paper puts forward solutions to the problems of trust crisis media leading public literacy and supervision mechanism in the process of dealing with network public opinion in emergencies.[Result/conclusion]The governance of network public opinion in emergencies should be considered comprehensively.From the quality training of social subjects to the function of social media and then to the system construction of the government multi angle consideration and multi-faceted coordination are the key to the governance of network public opinion in this situation。
