Xi Jinping made an important speech at the Fourth Plenary Session of the 19th Central Committee of CPC.He proposed that improving the system of party's governing ability and leadership.It is the scientific expression of party's governing ability and institutional construction of leadership level.It further explained the importance of governing the party by system,providing important follow for CPC leadership from its institutional construction.In order to improve the system of party's governing ability and leadership level,taking the principle of Marxist thinkers as theoretical logic,taking centurial development of Chinese revolution and construction as historical logic,taking realistic need of socialism with Chinese characteristics has entered a new era as practical logic,and perfect socialism with Chinese characteristics in great practice.
