新时代多元协同共治流域生态补偿模式研究

Research on the Ecological Compensation Mode of the Watershed with Diversified Synergy and Co-governance in the New Era

建立多元协同共治流域生态补偿机制,是实现流域环境资源有偿利用和保护生态获得合理回报的关键所在。我国流域面积占总国土面积的近30%,流域生态补偿在实践层面上面临的问题亟待解决。我国现行流域补偿涵涉政府、市场和公众三种典型补偿模式,内在地要求我们扬长避短,应新时代共建共享生态文明的需要,建立多元协同共治流域生态补偿模式,健全多元主体的协同耦合机制,网格型补偿运作机制及其法律、资金和监管评估保障机制。

Establishing a diversified and coordinated watershed ecological compensation mechanism is the key to achieve environmental resources are used for a fee and get a reasonable return by protecting the ecology.Nearly 30%of China's land area is watershed,the problems about the practical aspects faced by river basin ecological compensation are eager to be addressed.At present,China's ecological compensation mode of the watershed comprise three emblematic models:the government,the market,and the public.In the new era,it is an internally requirement that to meet the needs of building and sharing ecological civilization,we should foster strengths and circumvent weaknesses of three kinds of models,and establish a diversified and coordinated model of watershed ecological compensation,sound the collaborative coupling mechanism of diversified participants,Grid-type compensation operation mechanism and its assurance mechanism for legal,financial and regulatory evaluation.
