关于新时代铁路网发展战略选择的思考

Thoughts on Railway Network Development Strategy in the New Era

自2004年《中长期铁路网规划》颁布实施以来,我国铁路网采取快速扩张的发展战略,取得了举世瞩目的成就,如今铁路网所处的内外环境都不再能够支撑路网规模的快速扩张,铁路网发展战略需要做出相应的调整,以指导新的路网规划。从分析当前铁路网发展面临的机遇与挑战入手,从经济环境、规划基础、建设成本三个方面论述了调整路网发展战略的必要性,基于铁路网既需要继续扩张同时又需要审慎发展的基本判断,提出新时代铁路网应采取适度扩张的发展战略,并提出了相关建议。

Since the implementation of"Mid-term and Long-term Railway Network Development Program(2004)",China’s railway network has adopted the development strategy of rapid expansion and made remarkable achievements.Currently,the internal and external environment of the de-velopment can no longer support the railway network development strategy of rapid expansion,so the strategy needs to be adjusted accordingly to guide the new mid-term and long-term railway network planning.The article analyzes the opportunities and challenges of current railway network development,and then discusses the necessity of adjusting the railway network development strategy from three aspects of economic situation,plan-ning background,and construction cost.Based on the judgment that the railway network should continue to expand and develop prudently at the same time,the article puts forward the development strategy of moderate railway network expansion in the New Era and provides some relative sug-gestions.
