我国财政支农政策促进城乡关系演进的历史逻辑及启示

马克思主义城乡观揭示了生产力是推动城乡关系发展的原动力,城乡关系演进必然经历城乡对立分割、城乡一体化以及城乡融合,我国城乡关系演化路径验证了马克思主义城乡观科学性和前瞻性。由于二元结构的桎梏和二元制度的影响不可能彻底消除,财政支农政策和城乡关系发展的路径仍是一个长期过程,必须在中国共产党领导下遵循马克思主义城乡关系发展规律,大力发展农业生产力、消除二元制度壁垒,为财政支持农业和城乡关系发展积累物质财富和制度保障,最终实现城乡融合发展的局面。

The Marxist view of urban and rural areas reveals that productivity is the impetus for the development of urban-rural relationship,the evolution of which inevitably goes through the period of separation,integration and fusion.The evolution of Chinese urban-rural relationship has verified the scientificity and farsightedness of Marxist view of urban and rural areas.Due to the restriction of dual structure and the influence of binary system,the financial policies of supporting agriculture and the development of urban-rural relationship will be a long-term process.Only by following the leadership of Chinese Communist Party,obeying the developmental law of Marxist urban-rural relations,vigorously developing agricultural productivity,eliminating the dual institutional barriers,as well as accumulating material wealth and institutional security for the financial support of agriculture and the development of urban-rural relations,will the situation of urban-rural integrated development finally be achieved.
