构建统筹区医保基金绩效评价体系的研究

Research on Constructing the Performance Evaluation System of Medical Insurance Fund in Coordinating District

近年来,中央及各地高度重视医保基金的绩效评价工作。由于医保基金与一般性政府(公共)基金相比,在设置目标、资金来源、使用范围上有很大区别,国内外对医保基金绩效评价体系还存在理念不统一、指标不科学、结果运用不充分等问题,需要加以研究解决。对此,本研究提出了医保基金绩效评价的指标设置原则及其核心指标,对构建统筹区医保基金绩效评价体系提出了相关建议。

In recent years,the central and local governments pay great attention to the performance evaluation of medical insurance funds.Since medical insurance funds are quite different from general government(public)funds in terms of setting goals,funding sources,and scope of use,there are still inconsistent concepts,unscientific indicators,and inconsistent results use on the performance evaluation system of medical insurance funds at home and abroad,and these problems needs to be studied and resolved.In this regard,this study puts forward the index setting principles and core indicators for the performance evaluation of the medical insurance fund,and puts forward relevant suggestions on the construction of performance evaluation system of the medical insurance fund in coordinating district.
