宁夏科技扶贫指导员助力深度贫困地区脱贫攻坚取得实效的经验和启示

The Experience and Enlightenment of Ningxia Science and Technology Poverty Alleviation Instructors in Helping Out of Poverty

2018年以来,宁夏科技部门从全区各个高校、科研单位选派170名教师、专家,以科技扶贫指导员身份到西吉县、海原县、同心县、中宁县、原州区、红寺堡区、沙坡头区7个县区的170个深度贫困村开展“一对一”定点精准帮扶,带动技术、资金、人才、信息、服务等创新要素向深度贫困地区集聚,为深度贫困村打赢脱贫攻坚战提供了有力的科技支撑,探索出一条科技助力深度贫困地区发展的新路子,赢得了基层各级部门的认可和广大群众的好评。文章在系统总结宁夏科技扶贫指导员服务模式先进经验的基础上,进一步提出这种科技扶贫模式存在的问题,以及与乡村振兴衔接的对策建议。

Since 2018,the science and technology department of Ningxia has selected 170 teachers and experts from universities and scientific research institutions in the region to carry out"one-to-one"targeted and accurate assistance in 170 deep poverty villages in seven counties and districts,including Xiji County,Haiyuan County,Tongxin County,Zhongning County,Yuanzhou District,Hongsibao District and Shapotou District,as science and technology poverty alleviation instructors.The science and technology poverty alleviation instructors drive innovation elements such as technology,capital,talents,information and services to gather in deep poverty areas,provided strong scientific and technological support for deep poverty villages to win the battle of poverty alleviation,explored a new way to help the development of deep poverty areas by technology,and won the recognition of grass-roots departments at all levels and the praise of the masses.This paper will systematically summarize the advanced experience of the service mode of Ningxia science and technology poverty alleviation instructors,and further put forward the problems existing in this mode of science and technology poverty alleviation,as well as the countermeasures and suggestions for the connection with rural revitalization.
