高度重视新发展格局下外需和外循环的作用

Priority Must be Given to the Functions of International Demand and Circulation under the New Development Pattern

正确认识外需和外循环对经济增长的作用,是贯彻落实党中央为加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局所作战略部署的重要前提。然而,按照传统支出法测算,外需对经济增长的贡献明显偏低,这严重背离经济现实,容易造成忽视外需的误导。为此,必须科学构建衡量外需和外循环作用的计量方法和评价体系,理性看待和高度重视我国新发展格局下外需和外循环作用,在此基础上,坚持以国内大循环为主体,坚持全面扩大对外开放、全方位参与和促进国际循环,形成国内国际双循环相互促进的良性局面。

Correct understanding of the functions of international demand and circulation is an important premise to implement the strategy of the Central Committee of CPC to foster a new development pattern with domestic circulation as priority and the positive interplay between it and international circulation.However,according to the measurement by traditional expenditure method,the contribution of international demand is significantly low,which not only deviates from economic situation but also misleads to the neglect of international demand.Quantitative method and evaluation system must be created scientifically to measure the functions of international demand and circulation.Based on the above rational knowledge and given priority,the insistence of domestic circulation as priority,the comprehensive expanding of reform and opening-up,and overall participation and promotion of international circulation,all will help to promote positive interplay between domestic circulation and international circulation.
