Formation Mechanism Analysis of Cartel in Frequency Regulation Ancillary Service Market in Southern China(Starting from Guangdong Province)

摘要 南方(以广东起步)调频辅助服务市场采用排序出清、两部制结算的机制,具有性能优势的火储联合调频机组参与市场后,可能形成卡特尔(价格联盟)控制市场出清。基于调频市场的出清规则,文中构建了两部制电价结算机制下的调频机组的收益模型,提出基于收益的中标判据。以综合调频性能指标作为报价策略的关键影响因素,考虑高性能机组的市场供给容量发展阶段,判断调频市场的发展模式;在饱和的调频市场中,依托博弈论原理,对高性能机组的两种博弈进行效用分析,得出卡特尔的形成机理和稳定条件,并提出相应的解决措施。南方(以广东起步)调频市场的实际算例分析显示,市场中存在形成卡特尔的基本条件,验证了研究的有效性。 The frequency regulation ancillary service market in Southern China(starting from Guangdong Province)takes a mechanism of clearing by sorting and two-part settlement.If the joint energy storage and thermal power units with performance advantages participate in the market,they may form Cartels(price alliances)to control the market clearing.Based on the clearing rules of the frequency regulation market,this paper constructs the revenue model of frequency regulation units with the two-part tariff settlement method and proposes the revenue-based bidding winning criterion.Taking the comprehensive frequency regulation performance index as the key factor of the quotation strategy,the development mode of the frequency regulation market is judged considering the development stage of market supply capacity of high-performance units.The utility of two kinds of games for the high-performance units in the saturated frequency regulation market is analyzed by using the principle of game theory,and the formation mechanism and stable conditions of the Cartel are obtained.Then the corresponding countermeasures are put forward.The case study of the frequency regulation market in Southern China(starting from Guangdong Province)shows that there are basic conditions for the formation of Cartels in the market,which verifies the effectiveness of this study.
