Urban Regeneration Toward the Improvement of Spatial Quality

从20世纪初的田园城市到21世纪初的智慧城市,随着从碳基文明到硅基文明的社会和技术的发展,变化的是人类对美好城市的想象,不变的是人们对美好生活的向往。城市更新是中国新常态转型发展阶段下解决城市积累问题的一剂良药。为避免城市更新中华而不实的更新计划,需要找到真正的需求,从而为居民提供更好的生活。这就要求从世界人居环境发展趋势综合梳理城市品质提升的背景,回顾国际城市更新的发展历程与趋势,辨析城市品质的内涵,并逐项剖析城市品质中的要素,综合形成有的放矢的要素框架。在此基础上,针对中国社会主要矛盾转化的新局面,提出品质提升导向下的城市更新目标,应建立"以人为本"的更新目标价值体系,倡导渐进的"针灸激活式"更新与修补,关注日常的人性化空间营造与品质提升,以及建立社会广泛参与和多方合作长效机制等路径与建议。

From the idyllic city in the early 20th century to the smart city in the early 21st century,with the development of society and technology from carbon-based civilization to silicon-based civilization,what has changed is the human beings’vision of a beautiful city,but what remains is the yearning for a better life.Urban renewal is the urban scalpel of China’s new normal in the current transformation and development stage.To avoid the unrealistic urban renewal plan,it is necessary to find the real needs,so as to provide residents with a better life.This requires a comprehensive review of the background of urban quality improvement from the development trend of the world’s human settlements environment,reviewing the development history and trends of international urban renewal,and analyzing the connotation of urban quality,analyzing the elements of urban quality item by item,and forming a comprehensive framework of elements.On this basis,aiming at the new situation of the transformation of major contradictions in our society,the article proposes a set of goals of urban renewal under the guidance of quality improvement:to establish a"people-oriented"renewal target value system,advocate progressive"acupuncture-activated"renewal and repair,and pay attention to daily life.The creation of humanized space leads to quality improvement that establishes paths and suggestions such as extensive participation of the society and a long-term mechanism of multi-party cooperation.
