Study on the Problems and Optimization of PPP Project Evaluation Process

当前,我国PPP项目评审面临协调困难、衔接不紧密等效率问题,传统投资项目的评审方法已无法满足PPP项目评审的要求。鉴于此,论文通过梳理政策和文献,对现有PPP项目评审流程存在的问题进行分析,在此基础上引入流程优化理论对现有PPP项目评审流程与相对应基础设施进行清除、简化、整合和自动化,在优化评审流程的同时,提出相应政策性建议保障其实施,旨在提高PPP项目实施效率,促进PPP高质量发展。

At present,China’s PPP project evaluation faces some efficiency problems,such as difficult coordination and poor connection.The traditional evaluation methods of investment projects can no longer meet the further needs of PPP project evaluation.In view of this,this paper analyzes the problems existing in the existing PPP project evaluation process by combing policies and documents.On this basis,the process optimization theory is introduced to clear,simplify,integrate and automate the existing PPP project review process and corresponding infrastructure.It puts forward corresponding policy suggestions to ensure its implementation.The purpose is to improve the efficiency of PPP project implementation and promote the high-quality development of PPP.
