“碳中和”情景下,我国城市能源转型研究--以低碳试点城市为例

Research on Urban Energy Transition under Carbon Neutral Target

“碳达峰、碳中和”目标的提出,对我国能源系统转型提出了全新要求。城市是经济发展、能源消耗和碳排放的集中区域,城市能源的低碳化转型成为我国“十四五”期间的重要发展任务。低碳试点政策的实施,有效地推动了试点地区的能源低碳发展。本文从提升能源利用效率、调整产业结构和构建低碳交通体系等方面,总结了试点城市能源需求侧转型取得的成果。结合试点城市发展的现状,提出应尽早明确“碳中和”背景下的能源转型目标;加强数据统计与信息披露,以更准确地评估政策实施效果等政策建议。

The goal of C0_(2) emission peak and carbon neutrality has put forward new requirements for the transition of China’s energy system.Cities are concentrated areas of economic development,energy consumption and carbon emission.The low-carbon transition of urban energy has become an important development task in China during the 14th Five-Year Plan period.Implementing the low-carbon pilot policy has effectively promoted the low-carbon development of energy in the pilot areas.The achievements of energy demand-side transition in pilot cities are summarized from three aspects:energy efficiency improvement,industrial structure adjustment and low-carbon transportation construction.Combined with the current situation of pilot development,it is proposed that cities should clarify the energy transition targets in the context of carbon neutrality as soon as possible.It is also suggested that the city should strengthen data statistics and information disclosure to assess the effectiveness of policy implementation more accurately.
