Thoughts on the Internal Circulation of Energy Security of China during the 14th Five Year Period

“十三五”时期,我国能源消费增长换档减速,保供压力明显减缓,供需相对宽松,能源安全发展进入新阶段。面对能源发展取得的历史性成就和复杂的国际形势,要在“十四五”开局之年布好局,将能源安全视为内循环的底线,健全能源储运体系,加强能源供应应急能力,用政策加码保障能源安全,发展清洁能源,从中长期来看,才能实现稳定与高质量发展并存的新格局。

During the 13th Five-Year Plan period,China's energy consumption growth shifted gears and slowed down,the pressure of ensuring supply has eased obviously,the supply and demand are relatively loose,and the development of energy security has entered a new stage.Facing the historic achievements and complex international situation of energy development,it is necessary to make good arrangements in the first year of the 14th five year plan,regard energy security as the bottom line of internal circulation and improve the energy storage and transportation system,strengthen the emergency response capacity of energy supply,guarantee energy security with policies,and develop clean energy.Only in this way can we achieve a new pattern of coexistence of stability and high-quality development in the medium and long term.
