要素流通如何影响区域经济均衡发展——以粤港澳大湾区和粤东西北地区为例

How Does the Flow of Factors Affect the Balanced Development of Regional Economy——Take the Guangdong-Hong Kong-Macao Greater Bay Area and other Regions of Guangdong Province as an Example

粤港澳地区的区域经济发展失衡一直是该地区经济高质量发展道路上的一大难题,而通过要素在不同地区的流动以实行资源的重新配置是该问题的解决方法之一。本文基于VAR模型中脉冲响应分析和方差分解的方法,采用2001—2017年间的年度数据分析了区域经济差异与要素流动的关系。研究发现,劳动力要素以及货物的流动对缩小区域经济差异贡献大且见效快,而资本要素和信息要素的流动所带来的影响则相对较小。在现阶段,粤港澳地区应在进一步发展现有交通网络的同时,将普惠金融推广至不发达的粤东西北地区,避免出现落后地区的储蓄大量流失的"抽水机"现象,从而加强区域间的协同沟通,改善粤港澳地区区域经济发展不平衡的现状。

The imbalance of regional economic development in Guangdong-Hong Kong-Macao region has always been a major problem.And the reallocation of resources through the flow of factors in different regions might be one of the solutions to this problem.Based on the impulse response analysis and variance decomposi⁃tion methods in the VAR model,the relationship between regional economic differences and factor flows was analyzed using annual data from 2001 to 2017.We found that the flow of labor elements and goods have contrib⁃uted a lot to the reduction of regional economic disparity and has quick results,while the flow of capital el⁃ements and information elements has a relatively small impact.At this stage,the Guangdong-Hong Kong-Macao region should further develop the existing transportation network on the one hand,and on the other hand,pro⁃mote inclusive finance to the underdeveloped regions in the north,east and west part of Guangdong,so as to avoid the phenomenon of“pumping machines”where the savings of backward areas are lost,strengthen the coor⁃dination and communication between regions,and improve the status quo of uneven regional economic develop⁃ment in Guangdong,Hong Kong and Macao.
