美国药品应急管理体系现状及启示

The Current Situation and Enlightenment of the Emergency Drug Management System in the United States

对美国药品应急管理的组织体系、储备体系、供应体系的职能定位进行分析,为我国进一步完善药品应急管理体系提供参考。通过文献研究、专家访谈等方法重点梳理美国药品应急管理体系的实际运作。美国药品应急管理体系成熟高效,具有组织体系整合有力,储备体系全面系统,供应体系灵活机动等突出特点。我国应当建立全国统一的药品应急指挥机制,制定药品应急储备目录,构建药品应急供应新模式。

The functional positioning of the organization system,reserve system,and supply system of the US drug emergency management was analyzed,providing a reference for my country to further improve the drug emergency management system.Through literature research,expert interviews and other methods,this paper focused on combing the actual operation of the US drug emergency management system.The US drug emergency management system is mature and efficient,with strong organizational system integration,comprehensive storage system,and flexible supply system.Thus China should establish a unified national drug emergency command mechanism,formulate a drug emergency reserve catalog,and build a new mode of drug emergency supply.
