“十四五”期间省级图书馆转型发展的宏观环境与目标任务分析

Analysis on the Macro Environment,Objectives and Tasks of the Transformation and Development of Provincial Libraries during the 14th Five Year Plan Period

文化自信、全民阅读、公共服务、信息素养教育、智慧图书馆等背景是观测和指导省馆在“十四五”期间发展的宏观视角。融入国家文化发展的大局意识,巩固文化阵地、守护精神家园的责任意识,找准定位、错位发展的实干意识是推进省馆在“十四五”期间科学发展的思想前提。文化、教育、社会、行业四个维度的时代任务与使命价值决定了省馆的功能定位与发展目标。省馆在“十四五”期间应着力实现四个战略目标,即打造促进中华优秀传统文化“双创”转化和地方文化传承创新的新型文化空间、推进公共文化服务高质量发展、实施公众科学素养教育及文化科技创新服务和牵引省域图书馆事业创新发展。完善地方文献信息资源保障、推进空间再造、支持创业创新、抓好学术研究、引领阅读推广联盟化发展、推进智慧图书馆建设、普及信息素养教育等是省级图书馆“十四五”期间的重点任务。

The backgrounds such as cultural confidence,national reading,public service,information literacy education,smart library are the macro perspectives for observing and guiding the development of provincial libraries during the 14th five-year plan period.The overall awareness to integrate into national cultural development,sense of responsibility to consolidate the cultural position and protect the spiritual home,practical consciousness to find the correct positioning and realize dislocation development is the ideological prerequisite to promote the scientific development of provincial libraries during the 14th five-year plan period.The time task and mission value from four dimensions of culture,education,society and industry determines the functional positioning and development goals of the provincial libraries.The article puts forward the four strategic goals that the provincial libraries should strive to achieve during the 14th five-year plan period,namely,to create a new cultural space that can promote the"double innovation"transformation of Chinese excellent traditional culture and the inheritance and innovation of local culture,a central node to promote the high-quality development of public cultural services,an important strategic fulcrum for the implementation of public scientific literacy education and cultural and technological innovation services,and an industry benchmark that leads the innovation and development of provincial libraries.The seven aspects of improving the guarantee of local literature and information resources,promoting spatial reengineering,supporting entrepreneurial innovation,doing a good job in academic research,leading the development of reading promotion alliances,advancing the construction of smart libraries,and popularizing information literacy education are key tasks of the provincial libraries during the 14th five-year plan period.
