中国政府信息公开质量注意力研究——基于政策文本的分析

Attention Research on the Quality of Chinese Government’s Information Disclosure:Based on the Analysis of Policy Texts

政府信息公开是政府治理活动的重要环节,关注政府信息公开质量注意力问题,提升政府信息公开质量,有助于推进政府治理体系和治理能力现代化进程。基于注意力理论,文章采取规范分析和文本分析相结合的研究方法,选取“客观性”“规范性”“便民性”作为政府信息公开质量检视的重要维度展开研究。研究发现,以《中华人民共和国政府信息公开条例》颁布为起点,中国政府信息公开注意力研究主要经历了波动上升阶段(2007—2010年)、迅速增长阶段(2011—2014年)与平稳上升阶段(2015—2019年),但政府信息公开发展历程中存在政策绝对数量不足,任务不具体以及客观性、规范性、便民性各维度资源投入不均等问题,未来应提升政府信息公开相关政策绝对注意力,细化质量注意力具体事务以及重视客观性、规范性与便民性资源投入的平衡。

Government information disclosure is an important part of government governance activities.Paying attention to the quality of government information disclosure and improving the quality of government information disclosure will help promote the modernization of the government governance system and governance capabilities.Based on the attention theory,we adopted a research method combining normative analysis and text analysis,selected"objectivity","standardization"and"convenience"as important dimensions of the quality inspection of government information disclosure to conduct research.It is found that starting from the promulgation of the Regulations on Disclosure of Government Information of the People’s Republic of China,the attention of Chinese government information disclosure has mainly experienced a period of rising volatility from 2007 to 2010,a rapid growth period from 2011 to 2014 and a steady rise from 2015 to 2019.However,in the development process of government information disclosure,there are problems such as insufficient absolute number of policies,unspecific tasks,and uneven resource input in all dimensions of objectivity,standardization,and convenience.In the future,the absolute attention of government information disclosure policies should be increased.Attention should also be paid to detailing the quality of attention to specific matters and the balance among objectivity,standardization and convenience of resource input.
