广东省农业保险发展水平的区域差异及影响因素研究

Regional Differences and Influencing Factors of Agricultural Insurance Development Level in Guangdong Province

目前我国农业保险发展存在严重的省际间不平衡,特别是多数经济强省农业保险发展深度和密度低于全国平均水平,农业保险高质量发展面临瓶颈。文章运用广东省20个地市2013-2018年的面板数据,对影响农业保险发展水平的主要因素进行分析,结果发现:农民人均可支配收入对广东省农业保险深度及密度具有显著正向效应;农业机械动力千瓦数、地方财政收入水平、粮食作物播种面积以及赔付率对广东省农业保险深度及密度存在显著负向影响;成灾率则对广东省农业保险深度及密度没有显著影响。这与我国农业保险发展水平的省际差异研究结论基本一致。实现农业保险高质量发展要区分经济发达地区和欠发达地区精准施策,重点加强省级及以下地方政府的政策协同,并构建以商业保险机构为主体的农业保险创新体系。

There are serious inter-provincial imbalances in the level of agricultural insurance in China.In particular,the develop⁃ment depth and density of agricultural insurance in most economically developed provinces are lower than that of the national aver⁃age level.Using the panel data of 20 cities in Guangdong Province from 2013 to 2018,this paper analyzes the main factors affecting the development level of agricultural insurance.The results show that the per capita disposable income of farmers has a significant positive effect on the depth and density of agricultural insurance in Guangdong Province,while the planting area of grain crops,compensation ratio,agricultural machinery power kilowatts and local financial income level have significant negative effects,and the disaster rate has no significant effect on the depth and density of agricultural insurance.This result is consistent with the find⁃ings of the study of inter-provincical differences in the level of agricultural insurance.To achieve high-quality development of agri⁃cultural insurance,it is necessary to distinguish the economically developed areas from the underdeveloped areas,implement poli⁃cies accurately,focus on strengthening the policy coordination of local governments at or below the provincial level,and build an ag⁃ricultural insurance innovation system with commercial insurance institutions as the main part.
