摘要
In 2020,China unswervingly promoted the opening up of the entire oil and gas industrial chain. The transfer of shale gas exploration rights was further promoted. The fair and open supervision of the oil and gas pipeline network was intensified. It was further clarified that the gate station prices of natural gas in provinces with competitive conditions shall be formed on the market.Private refineries were once again qualified to export refined oil.An oil and gas market system featuring multi-entity and multi-channel supply of upstream oil and gas resources, efficient gathering and transportation through a unified pipeline network in the midstream and full competition in the downstream sales market has been basically formed. In the next five years,China’s oil and gas system reform will focus on such key links as oil and gas mining rights, imports and exports, natural gas prices, and reserves, and China will continue to advance the reform in accordance with the basic idea of“controlling the midstream and releasing the upstream and downstream”of the industrial chain.Under the guidance of national policies,it is expected that oil and gas enterprises will accelerate oil exploration and production, control costs, pay more attention to developing natural gas, improve the supply capacity of clean energy, and choose to implement the large-scale development of renewable energy according to their own conditions.
