BT模式下市政项目管理方法研究

Research on Management of Municipal Infrastructure Project in BT Mode

建设工程管理中,建设-转让模式(即BT模式),因其多样化、多元化的融资能力在国内引起了广泛关注。近来我国将BT模式引入了基础设施建设领域,但针对其应用研究较少有报道,故通过广东省珠海市横琴新区的市政工程BT项目,阐述BT建设模式在市政工程中的具体管理方法,以为类似工程提供相应的经验参考。研究结果表明:BT模式可充分利用社会闲置资本、有效减少政府资金筹措的压力,虽然没有相应的规章制度可以很好地遵照执行,只要在现有建筑法律法规的约束下制定相应的管理方式,即可良好保障各建设参与企业及政府的投资效益,从而使得BT模式顺利实施。

In construction project management,Build-Transfer mode(BT mode)has attracted wide attention in China because of its di‐versified financing ability.Nowadays BT mode has been introduced into the field of infrastructure construction in China but little research re‐port on its application has been published.Through the municipal engineering BT project in Hengqin New Area of Zhuhai City,Guangdong Province,expounds the very management method of BT mode in municipal engineering,and provides corresponding experience reference for similar projects.Results show that the BT model can make full use of idle capital in society,effectively reduce the pressure of government financing.Although no related rules and regulations in law that can be followed,as long as the corresponding management methods are for‐mulated under the premise of legal compliance,the relevant interests of the construction participating enterprises and the government can be well assured,this makes the BT model feasible.
