在全球经济、信息一体化的大背景下,通过解读国家中心城市职能的基本内涵,选择评价要素,确定评价方法,构建基础职能、成长职能和目标职能三位一体的国家中心城市职能评价体系。评价要素包括维度层、领域层、指标层。维度层包括基础职能、成长职能和目标职能,反映城市的现状、建设过程和终极状态;领域层包括人文环境、绿色建设水平、经济发展水平、辐射力、集聚能力、交往能力、科技创新能力、信息化水平、宜居水平9类,代表维度层的评价重点;指标层包括GDP、就业人口、专利数等39个指标,是用于实际评价和比较的代表性元素。

Under the background of global economy and information integration,this paper analyzes the basic connotation of the function of the National Central City,selects the evaluation elements,and determines the evaluation method to construct a national central city function evaluation system integrating the basic functions,growth functions and objective functions.The evaluation elements include dimension level,domain level and index level.The dimension level includes basic function,growth function and objective function,reflecting the city’s current situation,construction process and ultimate state.The domain level includes 9 categories such as humanity,green,economy,radiation,gathering,association,innovation,informatization and livability,which represent the evaluation emphasis of the dimension level.The indicator layer,which includes 39 indicators such as GDP,employment population and patent number,is a representative element for actual evaluation and comparison.
