疫情冲击下的粮食贸易政策不确定性与全球治理

The Food Trade Policy Uncertainty and Global Governance under the Impact of the COVID-19 Pandemic

百年未有之大变局遭遇新冠疫情,世界粮食安全挑战依然严峻,国际粮食贸易面临着保护主义和单边主义的干扰,疫情下各国贸易政策不确定性对粮食的可供性、获取性和稳定性产生了一定的冲击。本文在分析疫情冲击下国际粮食市场价格波动和贸易政策变化的基础上,分析了各国粮食贸易政策最新变化和原因,并就如何构建高质量、多元化、可持续发展的全球粮食供应,保障全球粮食供应链运转这一当前难题,提出了要以全球化视野来重新审视粮食安全问题,加强全球粮食合作与治理,促进全球粮食公平贸易,共同维护国际农产品供应链稳定和粮食安全。

Now the world is experiencing a great change that has not happened in a century,and is encountering the COVID-19 pandemic at the same time. The challenge of world food security is still severe,and International food trade is facing the interference of protectionism and unilateralism. Under the pandemic,the trade policy uncertainty of various countries has had a certain impact on the availability,accessibility and stability of food. Based on the analysis of the price fluctuation and trade policy changes in food market under the pandemic,this paper analyzes the latest changes and reasons of food trade policies in the world,and proposes how to build a high-quality,diversified and sustainable global food supply mechanism and ensure the operation of the global food supply chain.It is suggested that we should reexamine the issue of food security from the perspective of globalization,strengthen global food cooperation and governance,promote global food fair trade,and jointly maintain the stability of international agricultural supply chain and food security.
