中国-东盟自贸区货物贸易协议实施效果及高水平自贸区建设路径

The Effect of the Implementation of the Agreement on Trade in Goods of CAFTA and the Way to Construct High-Level FTA

2020年东盟已成为我国最大贸易伙伴,为稳固我国产业的供应链、商建区域全面经济伙伴关系协定(RCEP)、进一步提升区域一体化水平奠定了重要基础。中国—东盟自贸区货物贸易协议实施以来,关税水平大幅降低,货物贸易量扩大,有效地发挥了成员的优势,形成了产业分工。通过互补形成经济合作优势,考虑成员产业安全、经济平稳性等诉求,采用了循序渐进、行稳致远的战略设计与制度安排,为我国自贸区建设提供了示范样板和宝贵经验。面向未来,中国应积极参与全球经济治理体系改革,实施自贸区提升战略,面向全球构建高标准自贸区网络。

In2020,ASEAN has become China’s largest trading partner,laying an important foundation for stabilizing China’s industrial supply chain,building regional comprehensive economic partnership agreement(RCEP)and further promoting regional integration. With the implementation of the agreement on trade in goods of CAFTA,tariff levels have been greatly reduced,the goods trade volume has been expanded,the member’s advantages have been effectively brought into play,and the industrial specialization has been promoted. The agreement adopted a gradual and steady progress to design strategy and arrange institution to achieve long-term economic cooperation through mutual complementarity,taking into account the demands of the member countries for industrial security and economic stability,etc.,which has provided the demonstration model and the precious experience for our country FTA construction. Going forward,China should take an active part in reforming the global economic governance system,implement the FTA promotion strategy,and build a high standard FTA network around the world.
