摘要
基于广东省阳山县土地常规确权、整合确权的准自然实验调查数据,利用双稳健的IPWRA模型识别两种不同地权界定方式的投资激励效应及其作用机制。结果表明:不同确权方式对农户长期投资意愿的影响有着显著差异。相比常规确权方式,整合确权使农户的农田机械和有机肥投资意愿分别提高78.7%和52.6%。其异质性的投资激励效应源于两种确权方式给农户带来不同的产权稳定性预期和地块资源属性改善。对于农田机械购置的投资意愿,产权稳定、资源改善两种中介效应占比分别为15.93%和35.81%;对于有机肥投入意愿,产权稳定、资源改善则为完全中介效应。中国农业政策有必要从“以地权为本”转向统筹“资源与产权”的匹配协调,从而最大程度上激活和释放确权政策的制度红利。
Based on the quasi-natural experimental data of Yangshan County,used the IPWRA model to identify the impact of two land titling on farmers’ investment incentive and its mechanism.The results show that methods of land titling had significantly different effects on farmers’ long-term investment willingness.Compared with conventional land titling,farmland machinery and organic fertilizer investment willingness for farmers with land consolidation titling increased by 78.7% and 52.6%,respectively.The two methods of land titling have brought farmers different property rights stability expectation and resource attributes improvement.For the investment in farmland machinery,the mediating effect of property rights stability and resource improvement is 15.93% and 35.81% of the total effect,respectively.For the input of organic fertilizer,they were all full mediating effect.Therefore,China’s agricultural policy reform should shift from property-right-based to coordination of resources and property rights,maximizing the land titling effect.
