乡村振兴困境的消解——基于行政动员与村民参与有机结合的视角

Solutions to the dilemma of rural revitalization—Based on the perspective of organic combination of administrative mobilization and villagers′participation

乡村振兴是一项复杂的系统性工程。乡村地区人才、资金和资源不断地流失,现有外部供给的人才、资金和资源难以为乡村全面振兴提供有力的支撑,以及村民在乡村振兴战略实施上的参与动能不足,是当前我国乡村振兴面临的主要困境。乡村振兴困境的消解,需要将作为乡村振兴战略实施外部支撑的行政动员与作为乡村振兴战略实施内在动力的村民参与二者进行有机的结合,进而形成推动乡村振兴的强大合力,以此来确保乡村振兴目标的顺利实现。

As a complex and systematic project,rural revitalization has been facing such difficulties as the continuous loss of talents,funds and resources in rural areas,the difficulty of providing strong support for the overall rural revitalization,and villagers′lack of motivation in the implementation of the rural revitalization strategy.To solve the dilemma of rural revitalization,it is necessary to combine the administrative mobilization as the external support for the implementation of the rural revitalization strategy with villagers′participation as the internal driving force for the implementation of the rural revitalization strategy,so as to form a strong joint force to promote and fulfill rural revitalization.
