基层党组织组织力的提升路径研究——基于基层治理现代化的视域

Study on the promotion path of the organizational strength of the primary-level Party organization—From the perspective of the modernization of grassroots governance

基层党组织组织力是新时代基层党建工作的重中之重,是实现基层治理现代化的重要保证。在基层治理现代化视域下,基层党组织组织力提升对夯实党的执政基础、确保党建引领基层治理以及打造共建共治共享社会治理格局具有理论和实践的双重价值。新时代新发展阶段,应当从坚持党的领导、推动组织革新、充分发动群众、运用信息技术和完善制度机制等方面系统、有效地提升基层党组织组织力。

Primary-level Party organization is not only the top priority of primary-evel Party building in the new era,but also an important guarantee to realize the modernization of grassroots governance.From the perspective of the modernization of grassroots governance,organizational strength of primary-level Party organizations has the dual value of theory and practice in consolidating the governance foundation of the Party,ensuring the Party′s leadership of its grassrootsgovernance,and creating a social governance pattern of co-construction,co-governance and sharing.In the new development stage of the new era,the situation and environment of grassroots social governance has become increasingly complex.It is necessary to systematically and effectively improve the primary-level Party organization from the five aspects,i.e.upholding Party leadership,promoting organizational innovation,fully mobilizing the masses,using information technology,and improving systems and mechanisms.
