Investigation and application of intelligent bidding techniques for pre-qualification

在国网资格预审工作中,涉及标段多、供应商数量多且标书制作水平参差不齐,工作人员数据汇总及表格处理工作量大等问题,且在评审过程中,评审规则复杂、评审参数多,对专家评审及优选供应商带来一定困难。本文针对工作中出现的实际问题,结合大数据强大的数据分析处理能力,提出了一种基于大数据分析技术的资格预审智能评审平台,该平台应用粗糙集理论的数据建模与决策分析方法来解决了实际评审过程中部分指标难以适应统一的框架下量化的问题,通过投标人提交资料与评审资格条件的自动校验、比对,高效、准确完成艰巨复杂的评审过程,并搭建出标准统一、传输准确、汇集和保存全过程各项数据的智慧管理平台,为企业招标采购分析决策提供充分依据,不断提升物资采购质效,提高企业服务能力,树立公司良好形象。

In the work of pre-qualification of state-owned network,there are many bidding sections,a large number of suppliers and the level of bid preparation is uneven,and the workload of staff data collection and form processing is large,the evaluation rules are complex and the evaluation parameters are many,which brings some difficulties to expert evaluation and supplier selection.In this paper,according to the practical problems in the work,combined with the powerful data analysis and processing ability of big data,a pre-qualification intelligent assessment platform based on big data analysis technology is proposed,the platform applies the data modeling and decision analysis method of rough set theory to solve the problem that some indexes in the actual review process can not adapt to the quantification under the unified framework,through the automatic verification and comparison of the information submitted by the bidders and the qualification conditions for evaluation,the arduous and complicated evaluation process can be completed efficiently and accurately,and set up a standard unified,accurate transmission,collection and preservation of all process data of the intelligent management platform to provide sufficient basis for enterprise bidding and procurement analysis and decision-making,continuously improve the quality and efficiency of material procurement,improve the service capacity of enterprises,build up a good image of the company.
