公平还是平均:中国农村集体产权改革的基本逻辑--以村庄股权配置为研究对象

中国农村集体资产股份权能改革遵循公平、平均、传统和政策逻辑,其中,公平逻辑和平均逻辑为最核心的改革逻辑。农村集体资产股份权能改革的基本逻辑受经济因素、政治因素、传统因素和政策因素的影响,其中,经济因素起决定性作用。随着村庄集体经营性资产、集体经济收入和人均福利、人均分红的增多,村庄依次采取平均、公平和“多元组合”股权配置的改革逻辑模式。在集体经济不发达的村庄实施“平均主义”改革逻辑,在集体经济较为发达的村庄实施“公平主义”改革逻辑,在集体经济很发达的村庄实施“多元组合主义”改革逻辑。产权改革逻辑的组合模式受村庄内部冲突程度和村干部对权力垄断程度的影响。

The reform of rural collective assets in China follows the logic of fairness,average,tradition and policy,among which fairness and average are the core logic of the reform.The basic logic of collective property rights reform is influenced by economic factors,political factors,traditional factors,and policy factors,among which economic factors play a decisive role.With the increase of village collective operating assets,collective economic income,per capita welfare and dividends,the reform logic mode of average,fairness and‘pluralistic combination’equity allocation is adopted in turn.The‘average logic’should be implemented in the villages with underdeveloped collective economy;the‘fairness logic’should be implemented in the villages with more developed collective economy;and the‘pluralistic combination’should be Implemented in the village with more developed collective economy.The combination mode of property right reform logic is influenced by the degree of conflict within villages and the degree of monopoly of village cadres.
