建设全球先进制造业基地,是忠实践行“八八战略”、奋力打造“重要窗口”的战略抓手,是全面开启高水平现代化建设新征程的重大举措。浙江作为经济大省,具有扎实的制造业高质量发展基础,在长三角一体化进程提速的背景下,建设全球先进制造业基地前景广阔。但同时新一轮科技革命和产业变革、国际产业链供应链重构、产业治理模式转变、全球新冠肺炎疫情大流行等也给浙江制造业高质量发展带来了巨大挑战。通过分析“先进制造业基地”发展战略的发展历程、内涵特征,从“把握五个关键要点、实现五个重大跨越”的价值意义着手,探索浙江建设全球先进制造业基地的发展路径。提出围绕全球先进制造业基地建设总目标,突出制造业产业基础再造和产业链提升、培育世界级先进制造业集群、培育三大战略性新兴产业、推动科技创新和创业创新双联动、激发市场主体活力、深化区域开放合作等路径,高水平建设全球先进制造业基地。

The construction of the global advanced manufacturing base is Zhejiang's respon-sibility for the strategic grasp for faithfully implementing the"eight eight strategy"and striving to create an"important window",and a major measure for starting a new journey of high-level modernization construction.As a manufacturing province,Zhejiang has a good foun-dation for high-quality development of the manufacturing industry.In the context of the ac-celerated integration of the Yangtze River Delta,building a global advanced manufacturing base enjoys a broad prospect.But at the same time,The new round of scientific and techno-logical revolution and industrial transformation,the reconstruction of international indus-trial chain and supply chain,the transformation of industrial governance model and the global COVID-19 pandemic have also brought great challenges to the high-quality development of Zhejiang's manufacturing industry.Based on this,this paper analyzes the development pro-cess and connotation characteristics of"advanced manufacturing base",and starts from the value significance of"grasping the five key points and realizing the five major leaps"to explore the development path of Zhejiang to build a global advanced manufacturing base.Fo-cusing on the overall goal of the construction of global advanced manufacturing base,this paper puts forward some paths,such as focusing on the reconstruction of manufacturing in-dustrial base and upgrading of industrial chain,cultivating world-class advanced manufac-turing clusters,cultivating three strategic emerging industries,promoting the linkage of scientific and technological innovation and entrepreneurship and innovation,stimulating the vitality of market players,and deepening regional open cooperation,high level con-struction of global advanced manufacturing base.
