摘要
基于中国2007—2017年30个省份的面板数据,运用空间自相关分析、随机前沿模型和空间计量模型实证分析我国环境规制与技术创新对产业结构升级的空间效应。结果表明:产业结构合理化和高级化水平呈现出逐年上升的趋势,从地理格局上看呈现出由东向西递减的特点;正式环境规制促进了本地产业结构升级,对邻省产业结构合理化有显著的促进作用,非正式环境规制的提高促进了邻省产业结构合理化水平的发展,但对本省产业结构合理化水平的作用显著为负;技术创新对产业结构的作用效果不明显,但在与正式环境规制的交互下促进了本地产业结构升级,与非正式环境规制交互推动了邻省产业结构的高级化发展。
Based on the panel data of 30 provinces in China from 2007 to 2017,this paper uses spatial autocorrelation analysis,stochastic frontier model and spatial econometric model to empirically analyze the spatial effects of environmental regulation and technologi-cal innovation on industrial structure upgrading in China.The results show that the level of industrial structure rationalization and upgrading is increasing year by year,and from the perspective of geographical pattern,it is decreasing from east to west.Formal environ-mental regulations promoted the upgrading of local industrial structure and had a signifi-cant promoting effect on the rationalization of industrial structure in neighboring provinc-es.The improvement of informal environmental regulations promoted the development of the rationalization of industrial structure in neighboring provinces,but had a significant neg-ative effect on the rationalization of industrial structure in neighboring provinces.The effect of technological innovation on industrial structure is not obvious,but the interac-tion between technological innovation and formal environmental regulations promotes the up-grading of industrial structure,and the interaction between technological innovation and informal environmental regulations promotes the advanced development of industrial struc-ture in neighboring provinces.
