严禁耕地“非农化”背景下林业发展模式的探究

The Exploration of Forestry Development Mode under the Background of Prohibiting Farmland "Non-Agriculturalization"

2020年9月24日,国务院办公厅发出《关于坚决制止耕地"非农化"行为的通知》,要求各级人民政府按照党中央、国务院决策部署,落实好最严格的耕地保护制度,坚决制止各类耕地"非农化"行为,坚决守住耕地红线。通知中明确禁止违规占用耕地绿化造林,我国林业发展面临挑战。该文就国内林业现状,提出了4种林业发展模式,并探索4种模式的应用方法和效果,旨在为我国未来林业发展提供思路、贡献力量。

The General Office of the State Council issued the Notice on Resolutely Stopping the non-agriculturalization of Farmland on September 24,2020,requiring people’s governments at all levels to implement the strictest farmland protection system in accordance with the decisions and deployments of the Party Central Committee and the State Council,resolutely stop all kinds of farmland "non-agriculturalization" behaviors,and firmly hold the red line of farmland.The notice clearly prohibits illegal occupation of farmland for greening and afforestation,and our country’s forestry development is facing challenges.This article proposes four forestry development models based on the current situation of domestic forestry,and explores the application methods and effects of the four models,aiming to provide ideas and contribute to the future development of forestry in our country.
