小区配套园普惠化运行及保障现状研究--以沈阳市为例

摘要 为了解小区配套园的运行及保障现状,通过前期资料调查以及访谈法确定问卷结构,自编问卷“小区配套园普惠化运行及保障现状”,对沈阳市8个区的197名园长进行随机抽样调查,结果显示:小区配套园的整体普惠化运行现状良好,园所转型阶段、土地归属情况、教师流动情况,生源情况均与办园性质显著相关。小区配套园的保障现状调查结果显示:在政策保障方面,园长政策保障感知存在偏颇,各区政府提供支持的依据不同;财政保障方面,经费来源依赖家长缴费,政府拨款分配较为合理,但优惠补贴保障力度一般;师资保障方面,招聘方式较为多样,园所内部激励保障多样,教师培训保障情况良好;督导保障方面,督导主体多元,以幼教行政管理人员为主,督导内容全面,符合督导评估细则,督导形式多样,督导结果利于园所进一步发展。最后针对存在问题,对政府以及园所发展提出相关建议。 In order to understand the current situation of the operation and guarantee of inclusive kindergartens for residence zone,this study determined the questionnaire structure through the preliminary data investigation and interview method,self-compiled the questionnaire“the current situation of operation and guarantee of inclusive kindergartens for residence zone”,and conducted a random sampling survey on 197 principals in 8 districts of Shenyang.The results show that the overall operation of these kindergartens is good.The transformation stage of the kindergarten,the ownership,the flow of teachers and the source of students are significantly related to the nature of the kindergarten.The survey results of the guarantee status of these kindergartens show that:in terms of policy guarantee,the principals’perception of policy security is biased,and the basis for the support provided by the district governments is different;in terms of financial guarantee,the source of funds depends on parents’payment,and the allocation of government funds is reasonable,but the strength of preferential subsidies is general;in terms of teacher guarantee,the recruitment methods are relatively diverse,the internal incentive guarantee of the kindergarten is diverse,and the teacher training guarantee is in good condition;in terms of supervision and guarantee,there are multiple supervision subjects,mainly preschool education administrators.The supervision content is comprehensive,in line with the supervision and evaluation rules,and the supervision forms are diverse.The supervision results are conducive to the further development of the kindergarten.Finally,in view of the existing problems,this study puts forward relevant suggestions for the government and the development of the kindergartens.
