摘要
本文针对239名省部级干部进行履历信息调查,以人力资本理论为基础,分析省部级干部的人力资本要素类型,通过多元层次回归分析实证研究人力资本变量对其晋升的影响。本文发现中央和地方省部级干部的晋升影响因素存在差异,年龄、党龄、学历、专业技术职务以及职位变动等人力资本要素都与晋升速度呈相关关系,进而归纳出中国场景下高级干部晋升的"人力资本逻辑",为中国干部队伍建设和健全完善干部管理机制等实践提供启发。
Focusing on the CV and background information of 239 governmental officials at provincial and ministerial levels by surveying the governmental websites,this paper empirically explores the element types of human capital for super political cadres in China based on the human capital theory,and analyzes the actual effects of human capital variables on political promotion via hierarchical regression analysis,with the purpose of induce out the corresponding"human capital logics"of political promotion in the context of China.Besides,it statistically digs out promotion features of Chinese high-level cadres,including the promotion divergences between provincial and ministerial officials in central and local governments,as well as the correlations between independent variables such as age,party standing,education degree,professional qualification,job rotation,and dependent variable such as promotion speed.Moreover,it proposes some implications for construction of the cadre team and the improvement of the cadre management mechanism in China.
