全球治理语境下的政府间道德共识

Intergovernmental Moral Consensus in the Context of Global Governance

在全球治理主体多元化、权力流散的背景下,国家内部治理的国际延伸和国际机制的规范约束只能治标不治本。在国家失灵和国际机制失灵的状况下,建立在人类共同价值观基础上的政府间道德共识是解决全球治理问题的现实选择。全球治理中的政府间道德共识是生成性共识,因而需要在现有主体条件、客观条件和中介平台条件上通过交往逐步生成。政府间道德共识促成要警惕并超越文化相对主义。

Under the background of multiple subjects and power dissipa tion in global governance,relying on the international extension of the country’s internal governance and the normative constraints of international mechanisms can only treat the symptoms rather than the root cause.With state failure and international mechanism failure,the intergovernmental moral consensus based on common human values is the realistic choice to solve the problem of global governance.Intergovernmental moral consensus in global governance is a generative consensus,which needs to be gradually generated through interaction in the existing subjective,objective and intermediary platform conditions.The promotion of intergovernmental moral consensus needs to watch out and surpass cultural relativism.
