排污许可制改革的重大现实意义及展望

党的十九届四中全会明确了排污许可制在固定污染源监管制度体系中的核心地位,十九届五中全会提出“全面实行排污许可制”,凸显了排污许可制改革的重大意义。文章分析了固定污染源排污许可制改革的重大现实意义,包括明确落实企业环境主体责任的有效路径、打造各项环境管理制度高效衔接的核心基础、保障全民共治格局的构建、提供改善环境质量的有力抓手以及搭建创新环保监管模式的信息化平台。同时,在分析现阶段改革不足的基础上,对未来进行了展望。提出以许可证持续改进为抓手,强化排污许可制内核基础;以按证排污、依证监管为抓手,完善排污许可制应用根本;以强化制度衔接为抓手,打造排污许可制核心地位;以信息平台互联互通为抓手,构建固定污染源全生命周期信息化监管体系。

The Fourth Plenary Session of the 19th CPC Central Committee clarified the core position of pollutant discharge permit in the stationary pollution source supervision system.The Fifth Plenary Session of the 19th CPC Central Committee put forward the"comprehensive implementation of pollutant discharge permit system".All of these showed the great significance of the reform of pollutant discharge permit system.This paper analyzes the great practical significance of the reform of stationary pollutant discharge permit system.It includes clarifying the effective path to implement corporate environmental responsibility,building the core foundation for the efficient connection of various environmental management systems,ensuring the construction of a common governance pattern for the whole people,providing a powerful gripper for improving environmental quality and building an information platform for innovating environmental protection supervision model.On the basis of analyzing the insufficiency of current reform,the future is prospected.To strengthen the core foundation of pollutant discharge permit system with taking the continuous improvement of license as gripper;to improve the application foundation of pollutant discharge permit system with pollutant discharge and supervision according to the license;to build the core status of pollutant discharge permit system with the strengthening of the systems connection;to establish an informationized supervision system for the whole life cycle of stationary sources with the interconnection of the information platform.
