美国许可制度下温室气体的管理经验及对我国的启示

The Lessons Learned from the Experience of Greenhouse Gas Management under the US Permitting System

“减污降碳协同增效”是“十四五”时期生态环境保护的重点工作。许可证体系下温室气体的管理被认为是美国加强温室气体管控的有效手段。在梳理美国温室气体管理发展历程的基础上,总结了其将温室气体纳入许可管理的类型、内容和要求,并分析了其监管经验,以期为我国加强温室气体与污染物协同管理、实现对温室气体排放源的精细化监管及温室气体与污染物数据的共享提供参考。

"Synergy of pollution and carbon emissions reduction"is the key work of ecology and environment protection in the 14th Five-Year period.Greenhouse gas management under the permitting system is considered to be an effective means to strengthen greenhouse gas control in the United States of America.On the basis of combing development process of greenhouse gas management in the United States,this paper summarizes the types and requirements of greenhouse gas that supposed to be included in the permit management,and analyzes its regulatory experience,so as to provide references for the integrated management of greenhouse gas emission and conventional pollutants,and realizing the targeted supervision of greenhouse gas emission sources and the data sharing for the management of greenhouse gas and pollutants in China.
