管制刀具管理是公安机关治安管理的重点和难点工作。由于刀具生产工艺简单、隐藏和携带方便,极易成为犯罪分子实施暴力犯罪的工具。中华人民共和国建立以来,我国刀具管理模式历经几次变革,不同时期管制刀具的监管模式不仅体现了管理职责分工和具体管理手段,而且反映了当时社会条件下的管理力度和强度等监管态势。面对新的反恐防暴形势,当前管制刀具管理工作仍然面临法律规定滞后、监管体系不完善和管理方法落后等现实问题。公安机关只有深刻剖析管理工作中存在的问题,打破现实困境,积极开展警务创新,改进监管模式,创新管理手段,才能有效遏止管制刀具带来的危害,确保人民安居乐业和国家长治久安。

Controlled knives management is the key and difficulty of public security management in public security agencies.Because production process is simple and it is convenient to hide and carry,knives can easily become tools for criminals to commit violent crimes.Since establishment of the People’s Republic of China,management modes of cutting tools in China have undergone several changes.Supervision modes of controlled knives in different periods not only reflect divisions of management responsibilities and specific management means,but also reflect supervision situation of management intensity under social conditions at that time.In the face of new anti-terrorism situation,the current controlled knives management is still faced with lagging legal provisions,imperfect supervision systems,backward management methods and other practical problems.Only by deeply analyzing problems existing in management,breaking realistic predicament,actively carrying out police innovation,improving supervision modes and innovating management means,can public security agencies effectively curb the harm brought by controlled knives to ensure that people live and work in peace and contentment and the country enjoys lasting peace and stability.
