高速铁路联调联试安全管理强化研究

Research on Safety Management Enhancement in Testing and Commissioning of High Speed Railway

联调联试是高速铁路开通运营不可缺少的环节,具有行车速度高、现场作业多、上道人员复杂、固定设备运用不稳定、试验外部条件不良等特点,其安全管理尤为重要。为确保高速铁路联调联试安全,针对联调联试特点,基于中国铁路南昌局集团有限公司联调联试实践,分析高速铁路联调联试安全风险及产生原因,研究提出安全管理应对措施,对推进高铁高质量开通运营具有一定指导意义。

Testing and commissioning is an indispensable link in the opening and running of high speed railway,which is characterized by high train operation speed,multiple field operations,various on-track personnel,unstable operation of fixed equipment and poor external conditions of test,etc.Therefore,safety management is particularly important.In order to ensure the safety of testing and commissioning of high speed railway,this paper analyzes the safety risks and causes in testing and commissioning of high speed railway and puts forward the countermeasures for safety management based on the characteristics of testing and commissioning and the practice of China Railway Nanchang Group Co Ltd,which is of great significance for promoting the high-quality operation of high speed railway.
