Inheritance and Transmutation:Centennial Exploration of the Request and Report System within the Party

作为一项下行上知、上传下达的制度,请示报告制度始终是中国共产党一以贯之的优良传统和制度规定,也是党的各级组织及其全体党员必须遵循和贯彻的政治纪律和政治规矩。中国共产党人在百年的革命、建设、改革及新时代政党治理的丰富实践中不断继承和发展着马克思主义权威观,且赋予其中国特色,并将这一理论成果转化为党内请示报告制度,提升到维护党中央权威和集中统一领导的高度。这个历史演进大致经历了初步探索、创立巩固、恢复完善、趋于成熟四个阶段。在新时代,党内请示报告制度全面回答了“什么是请示报告、向谁请示报告、请示报告什么、怎么请示报告”等重大问题,在理论、制度和实践维度具有内在价值意蕴。

As a system in which subordinates'actions should be reported to superiors and superiors give orders accordingly,the request and report system has always been a consistent fine tradition and system regulation of the Communist Party of China,and also a political discipline and political rule that Party organizations at all levels and all Party members must follow and implement.In the numerous practice of revolution,construction,reform and party governance in the new era in the past 100 years,the Chinese Communists have continuously inherited and developed the Marxist concept of authority and endowed it with Chinese characteristics,transformed this theoretical achievement into the successful practice of the request and report system within the Party and promoted it to the maintenance of the authority of the Party Central Committee and of centralized and unified leadership.Its historical evolution has roughly experienced four stages from initial exploration,establishment and consolidation,restoration and perfection to maturity.In the new era,the inner-Party request and report system comprehensively answers such important questions as what is the request and report,who should be asked for the request and report,what should be asked in the request and report and how to request and report.It has intrinsic value implications in the dimensions of theory,system and practice.
