智慧城市PPP运作模式构建研究

Research on the Operation Mode and Application Suggestions of Smart City+PPP

探讨智慧城市PPP模式应用中存在的问题;提出项目识别与准备、项目采购、项目执行与移交过程中的关键决策点、社会资本选择。PPP模式在智慧城市建设中的有效性取决于决策的科学性。以四川德阳为例提出引入专家辅助决策、合理把控政府在智慧城市PPP项目中的介入权等对策。

In order to solve the problems existing in the application of smart city+PPP,such as mismatch between constructing content and PPP mode,diversification of social capital and lack of ICT enterprises,improper government behavior and excessive involvement in project operation,the paper builds a operation mode of smart city+PPP with three processes which including project identification and preparation,project procurement,project implementation and handover.In the mode key decision points,social capital selection and project implementation are important to success of smart city.The results show that the effectiveness of PPP model in smart city depends on the scientific of decision-making and the appropriateness of government behavior.Taking Deyang as an example,the paper puts forward some countermeasures,such as introducing expert aided decision-making,reasonably restricting the government's involvement right in smart city+PPP project,so as to help deepen the application of smart city+PPP mode.
