京津冀科创人才集聚模式与机制创新研究

Research on the Agglomeration Mode and Influencing Factors of Scientific and Technological Talents in Beijing Tianjin Hebei

科创人才是推动经济和社会发展的重要力量。使用京津冀地区2000-2019年的面板数据,采用固定效应模型,分别从经济发展水平、教育与创新能力、宜居程度以及社会保障四个维度,分析了京津冀人才集聚的影响因素,总结了北京、天津以及河北三地的科创人才集聚模式。研究结果表明,北京地区的人才集聚模式为“经济-宜居主导型”,天津为“经济-社会保障主导型”,河北为“经济-教育-宜居主导型”。人均GDP、平均工资水平、产业结构和高等教育资源、医疗便捷度以及社会保障水平对科创人才集聚水平有显著的正影响。从提升社会保障水平、改善环境质量以及搭建人才平台三个维度提出建议。

Scientific and technological talents are an important force to promote economic and social development.Based on the panel data of Beijing Tianjin Hebei region from 2000 to 2019,using fixed effect,this paper analyzes the influencing factors of talent agglomeration in Beijing Tianjin Hebei region from four dimensions of economic development level,education and technology factors,livable degree and social security,and summarizes the mode of talent agglomeration in Beijing,Tianjin and Hebei by provincial regression.The results show that per capita GDP,average wage level,the ratio of three industries to GDP,higher education resources,medical convenience and social security level have a significant impact on the level of scientific and technological talent agglomeration.Based on the above analysis results,this paper puts forward policy suggestions from three dimensions:improving social security level,improving environmental quality and building talent platform.
