百年来中国共产党领导科技社团推进国家治理的经验

The experience of the Communist Party of China in leading science and technology associations to promote national governance in the past century

科技社团是推动科学技术发展的重要组织,是我国国家创新体系的有机组成部分,在推动科技发展中有着积极影响,在推进国家治理方面发挥着独到作用。百年来,中国共产党在不同的历史时期,制定了相关的政策、制度与条例,领导了科技社团推进国家治理,形成了宝贵的经验。按照历史的线索,具体从苏维埃时期、抗战与解放战争时期、新中国成立到十八大、十八大以来这些不同的时期,探讨了科技社团推进国家治理的状况与经验,为科技社团深入推进国家治理提供经验借鉴与启示。

As an important organization to promote the development of science and technology,science and tuhno logy associations are integral part of China’s national innovation system.They have positive impact on promoting scientific development and play an unique role in promoting national governance.In the past 100 years,the Communist Party of China has formulated relevant policies,systems and regulations in different historical periods,led scientific and technological associations,promoted national governance,and formed valuable experience.According to the historical clues,this paper discusses the situation and experience of science and technology'associations in promoting national governance from the Soviet period,the Ant-i Japanese War and the war o£liberation,the founding of new China to the 18th CPC National Congress and since the 18th CPC National Congress,so as to provide experience reference and Enlightenment for science and technology associations in promoting national governance.
